The Guide to Safe Scouting, 1993 printing, states, at Article I. Adult
Leadership:
"Leadership Requirements for Trips and Outings
1. Two-deep leadership: Two registered adult leaders, or one adult and a
parent of a participating Scoiut, one of whom must be at least 21 years of
age or older, are required for all trips and outings. There are a few
instances, such as patrol activities when no adult leadership is required.
Coed overnight activites require male and female leaders."
Simply stated: Unregistered adults may accompany Scouts on any outing or
troop activity, including Summer Camp. I believe the misunderstanding may
come from Girl Scouting where there are more rigid registration requirements.
I do note further that there are troops which have rules like the above,
including one in the Northeast which permits only registered leaders at
Summer Camp. I have problems with this on a philosophic basis. I personally
advocate permiting parents to observe in and participate in every troop
acitivity.
