Richard,
No offense intended, but the opinions of the members of the BoR do not
have to be based on simply meeting the boys at the time of the BoR. I am
an active MC, but that doesn't mean I attend every meeting nor do I go on
every campout. I do know most of the boys and their families; I even know
some of their friends, although only one Scout lives in my neighborhood. I
have also been privileged to serve on troop Boards of Review, and I suppose
I have an insight that others may be lacking. But I doubt that I'm unique;
you
will find other committee members who are as active as I am.
