I'm not sure why you make this statement, since as I understand the
requirements for Climbing MB they were specifically written so that ALL the
climbing can be done on a climbing/rappelling wall. The climbing requirement
says: Climb at least three different routes on a rock face or climbing wall.
Similarly, the rappelling requirement says: Rappel down three different rock
faces or three rappel routes on a climbing wall. I see no other requirements
that would prevent this from being completed on a climbing wall on which you
could find three different climbing and three different rappelling routes.

Two things. One, why the 60 day limit? Partials are good until the Scout
turns 18. Second, I presume that all of the leaders assigned to work with the
Scouts are themselves registered (with the district and/or council) as
counselors for those particular badges, because it is the counselor who
completes the badge with the Scout who must sign the card and be responsible
for the entire badge, and that person must be a registered counselor.
