But at the same time (referring to closing camps to out of council troops),
have any of us ever seen a council that was willing to turn away money?
Given that most, if not all, councils charge more for out-of-council troops,
do we honestly think they are going to turn that away? Not likely...
Our council has a method of keeping some troops in council. As boys apply
for camperships, part of the application for the scoutmaster to fill out
asks if the troop attended camp the previous year in council. If you don't
you risk not receiving camperships.
In addition, the OA has taken a small step to help councils (as I understand
it from my lodge chief). A lot of camps have new members go through their
ordeal at camp. However, the OA seriously discourages people from going
through their ordeal in one lodge and transferring back to another.
(Call-outs are different). Plus, to have your boys called out and you are
visiting another camp, I understand that you are supposed to have a letter
from your Supreme Chief of the Fire (scout exec) stating who is really
eligible--to back up the scoutmaster.
I didn't know any of this stuff until this summer--and we are going out of
council.
