Venturing Crew and their CO

The other night I was given my our DE a BSA tape on setting up a Venturing
Crew.. One thing I found interesting was when it talked about who might
set one up they said something like -- a dive shop might want to set
one up centered around scuba --
Is this something new?.. that commerical organizations can be the CO for a
BSA unit.. I had thought that only non-profits such as schools/PTA's,
churchs or groups like the Rotary could be CO's...
what have you heard...?
