Consider these two points:
1. I believe that, with the exception of an Eagle Scout application form, any
SA can sign where an SM signature is called for (subject to your own Troop regs).
2. Until your Troop submits an adult application to your Council naming a new
SM, he is still the SM of record. No Troop is ever without an SM of record.
