Dan, "two-deep" and "YPP" are two different concepts, although they often
work together.
YPP says that no adult should be one on one with any scout not their child.
It does not say that there has to be two adults present, just that you can't
be one on one. In other words, there can be one adult and a whole den of
cubs without violating the policy.
The "two deep" rule applies to outings and trips (it doesn't apply to
regular meetings, although scouting folklore seems to think that it does -
read the policy closely!). It's purpose is to make sure that there is
always adult leadership available if something goes wrong. In other words,
if the group has to split (to take someone to the hospital, for example),
there will still be one adult who can stay with the rest of the group.
Also, if something happens to one of the adults, there would be another
adult who can take charge. There is nothing in the rules that says that the
two adults cannot be related.
