Can anyone, especially a professional, give me a cogent reason why National
does not allow or better yet encourage everyone to have a copy of the
National Rules and Regulations? And the model council charter and by-laws,
etc. I just read a private post from a gentleman who reported to me that his
council restricts access on a "need to know" basis- whatever the heck that
is!!! Don't we all NEED TO KNOW???

Am I steamed? You betcha. This is good old boy stuff and does not belong in
Scouting. And yes I will write national, and post a copy to my own SE so
that National doesn't have to bother sending him one so that he will know who
is the troublemaker in the Council.

When we play baseball, do only the Umpires have access to the rules? How
bout Football or Soccer? No.

When we play the game called Scouting, everyone should know and have access
to the rules. If there is anything less than full access, someone, someplace
will use secrecy to implement their own power play, or will use ignorance by
others to break the rules. It just isn't right or appropriate.

I would say out of hand that I reject the idea that the rules should not be
made available so that lawyers can't use them against us. How will we know
when we are wrong if we don't have the rules. Rumors of policy just doesn't
cut it.
