Others have given some fine answers, and as Mike Walton said, the first
mistake was made when the camp leaders didn't stop them at the start.
However, since many Cub Day Camps are led by volunteers, they may have
not known of the prohibition until later.
As for current documentation, the rule IS written in the Insignia Guide,
although it isn't real evident on a casual scan.
In the "Special Regulations" section on page 4, under "Drum and Bugle
Corps Uniforms", is the following statement:
Boy Scouts or Explorers who are members of bands, drill teams
... affiliated with a unit ... the carrying of ceremonial
guns ... is in violation of the Rules and regulations of the
Boy Scouts of America.
Even though these were painted plywood, they still fall under that
restriction.
