Kip,
You're right about the reference, but the wording is almost identical in
the Troop Committee Guidebook (which I couldn't lay my hands on last evening,
but have
since located). So you still can't re-test the Scout.

No he's not. Reference Article VI, Clause 9 of the Rules and Regulations of

Boy Scouts of America, i.e., "A unit leader may not serve simultaneously in
any
other position within the same unit."
