We take a slightly different approach, by way of the "blue cards." I
know that not all locales use them, we do here. The blue card has to be
signed by the SM (or designee) before the souct can begin working with
a MB Counselor. The card contains the MB and the counselor's name.
Signin the card means that the SM approves the scout for working on that
merit badge with that specific counselor. We encourage the scouts to
contact the counselro first to find out if he/she is available and willing
to take on another scout before bringing us the card. If t he counselor
is one of the few that we don't feel do an adequate job, then we don't
sign. Then the scout has to find another counselor.
