Nothing was said in the original post about the SM CONTACTING the
counselor, only ASSIGNING the counselor, a responsibility specifically
assigned to HIM and NOT to the Scout to select from a list. The SM have
every right to give the Scout the name of ONE and ONLY ONE counselor to
contact. He is not required to provide the Scout with a list of names
from which to choose, although he is certainly permitted to do so.
"Your Scoutmaster will give you the name of a person from a list of
counselors."
