opinion
is that if you are satisfied that the events actually occurred and as long as
this young man is a potential danger to the rest of the Troop members the
Scoutmaster should ban him from participation in all Troop camping trips. He
need not be dropped from the Troop unless his behavior manifests itself at
Troop
meetings. If he gets the counseling he needs and can provide written
verification from the counselor you could consider allowing him on trips.
A letter detailing your actions should be sent to the Camp Director with a
copy
to the Council Executive.
This is a safety issue and there can be no quibbling!

I believe that I concur with Ted including the need for professional
counseling and for informing the Scout Executive. It reminded me of a boy
who was a member in a Troop where I was ASM years ago. He was very small and
slight and didn't have any particular difficulties getting along that I knew
about. He did have some very severe problems, though, which were known to
the SM and the CC.
We were going on a hike for a few hours away from our campsite in the Scout
Camp. He said he was ill, so we left him by himself (that kind of thing was
done back then). When we returned, he had cut down over 10 trees. I thought
that Paul Bunyan or a tornado had been at work. Our Troop wasn't too popular
in the camp, nor was this boy in our Troop.
Best wishes,
