assigning a mb counselor

In my own troop, we have a list generated from our troop software package
(Winscout) of merit badges and the available counselors. It is updated
every six months, with a copy kept at our meeting place in our filing
cabinet with the merit badge cards and books. When a boy wants to work on a
badge, he asks for the information (counselor and card; book if we have it)
after any troop meeting. Any adult leader in my troop (committee member,
assistant scoutmaster or scoutmaster) is allowed to check it out. I, as
scoutmaster, am the only one allowed to sign on the scoutmaster line.

This is, of course, only OUR policy. Actual mileage may vary.
