Assigning a Merit Badge Counselor

The standard procedure as outlined in the Boy Scout Handbook,
Scoutmaster Handbook, etc., is that the Scoutmaster assigns a Merit
Badge Counselor to the Scout from the list prepared by the Advancement
Chairman and maintained by the troop Librarian. May the SM delegate to
another person (ASM, Adv. Chairman, etc.) the job of assigning the MBC,
or must the SM do the assigning?
