FWIW, this has been a rule that has been widely violated and abused in the
past, with Scouting units being no exception. And the Service has been
warning people that ALL of the regulations are to be strictly enforced in
the future. Whatever the odds of getting caught may be, the costs are not
in doubt, and will be stiff. The situation, as I understand, results from
the immense pressure from commercial interests to open the BWCA to
heavier, more profitable uses. A strong assault has been staged during the
last couple of years, and while the more serious abuses have been held off
for now, there were some setbacks and compromises. The NFS is trying to
allow more people in while preserving the quality of the experience, and
without increasing the pressure on the resource. Group size is one tool
they are working with. They are between a rock (politicians and money
interests) and a hard place (public demands), and I don't envy them their
job.
