Question re: Merit Badge Counselor registration

Hi all,
Saturday, I went out and recruited one of the music teachers in our town
to serve as a merit badge counselor for Music merit badge since we have
three boys in the troop who want to take this merit badge and no
counselor locally. When I went to get our local council form from the
web (http://www.nnjbsa.org/resources/forms/meritbadge.pdf) I noticed
that it required that you either be already registered with the BSA or
must attach an adult membership application and the appropriate $7.00
fee to the application. Since it was my understanding that there was no
registration fee required for merit badge counselors, I called the
council office and spoke to one of the professional staff. He told me -
after checking to be sure - that because we were now requiring all merit
badge counselors to take Youth Protection Training, that they had to be
registered Scouters and that unless they were previously registered,
that they must submit an adult leader application and the $7.00 fee with
the merit badge counselor app.
My question for the list: Has anyone else heard of this or is it a
local council requirement? If it is a local council requirement, can
(and should) we fight it?
