Don't know of any regulation that prohibits. For example, the SM must sign
the EAgle app and if hte Scout is the SM's son, ......
However, to avoid the appearance of impropriety and bias, our troop has
long operated on a simple policy. Parents do not sign off on advancement
for the Scout on a one-to-one basis. The Scout must demonstrate to another
adult that he has passed the requirement. On the other hand, if the father
is running a group training, then he can sign off. The presence of others
tends to support the facts that everyone participating either did or did
not do the requirements. This "witness" situation has helped us avoid any
questions later.
