The big issue (aside from uniformity and consistency) is the youth (and
adult) who collect stars, and wear each and every star that they have ever
received - the 1, the 2, the 3 etc. instead of a single star for the total
tenure in a particular phase of Scouting.
Our pack encourages the wearing of a red patch-vest and suggests that the
"extra" earned "stuff" go onto the vest when it comes off the shirt
(duplicate National Summertime Award pins, old Quality Unit patches, old
service stars etc.). Once we started "encouraging" (at the den level) the
transfer of stuff onto the vest, the kids had a "Scouting place" to put
their precious treasures instead of on their shirt or in their dresser
drawer. The wearing of extra stars, more than one QU patch or having a stack
of temporary patches hanging from the pocket eased tremendously.
In fall after recruiting is finished, our Wolf dens (and the dens that have
gained new Cubs) usually have a vest-making meeting. The pattern we use is a
single piece of material (felt) and requires only shoulder seams. It is lots
cheaper than the red vest in the BSA catalog(though the felt is not quite
as nice).
