Bob,
Your observation is right on the money. We do want a boy led program at the
Troop level, but that doesn't mean alteration of the program. One old JLT
Scoutmaster explained it to the young men he was training thus: "The
rigidity is built in, the flexibility is all yours." In other words we have
a program with a lot already built in, but there is still flexibility enough
for the boys to have opportunities to learn leadership skills in other
areas; e.g., where to go on an outing, what to do, how to do it, who is to
do what, etc.
