BEFORE we all start writing to National about the so-called change in
rules, let's just step back a bit.
The BSA's camping rules are in the Guide to Safe Scouting. A new
edition was just issued, and there are NO changes in the rules that I
have seen. As I posted earlier, the current version of the Guide is
on-line at http://usscouts.org/safety/g2ss.html and shows all changes
between last year's edition and the new one. Camping rules are in
Chapter III. The ONLY changes in that chapter are additions of
information on Hantavirus and Rabies Prevention, and replacing
"Explorers", "post", and "Exploring" with "Venturers", "crew", and
"Venturing".
So in the published rules of BSA, there is NO CHANGE in the rules for
Cub Scout and Webelos Scout Camping. If a local council is adding
rules, that may be something that members of THAT COUNCIL have to be
concerned about, but as far as I can see, the NATIONAL rules haven't
changed.
