Having been on the committee who help with the "Webelos Leaders Planning
Guide" number 13-720, if you follow Plan "D" "For Dens with new 5th Grade
Webelos Scouts" the brand new Webelos Scout will have enough time to earn
his Bobcat, Webelos Rank and earning the required Activity badges needed to
earn the Arrow of Light with in the six months time frame. There is
nothing that obligates the Webelos Scouts to cross over in February. It is
only suggested. If the den is not ready then delay the crossover, as you
have until they finish the 5th grade.
