I hate to burst your bubble here, but I do not see a great difference in
performance in a Boy Scout Troop between Webeloes graduates and boys
entering scouting for the first time as a Boy Scout.

Yes there are things that you can do to help the boys be more successful in
Boy Scouts. But "completely ready", I do not know. The most important
thing that you can do is get the Webleoes to trust the Den Chief so that
when they do get to Boy Scouts, they are receptive to teaching by the other
scouts. Most of the instruction that they get in the Cub and Webeloes
program is from adults, and that may be the biggest adjustment. It may
also be the biggest adjustment for the parents who expect the SM to do all
of the instruction.
