Deb,

I have only one "paired" pack and troop and the Webelos do the formal
crossover in April, although some of the boys have been attending troop
meetings since mid-
March. Of the other three packs I work with, one did crossover in February
at the urging of the SM of the troop they were going to; the other two packs
are doing it this month (I have an AoL and crossover ceremony to attend
tonight, in fact). FWIW, I urge the packs to hold crossovers in March at the
earliest; April is better. The B&G should stand on its own in February and
March is for Pinewood Derby. April works well because the boys still have
two months to learn how a troop functions, and their place in it, and they'll
still be prepared for summer camp. But that's just my (humble?!?) opinion.
