What happens to this portion of the card? Does it come back to you? There
is nothing in the Advancement policies and procedures that call for it
to be turned in or given to anyone else. You should have on hand the
application portion for every merit badge earned by the boys in your
unit.

I guess the real question is as to where your council maintains the list of
merit badge counselors. The policies and procedures calls for the district
and counsel to maintain a list. Now, as all adult registrations go to
council for posting, they would have the most complete list. Otherwise,
why have them complete the form? Then it becomes a very simple
routine to sort by code 42 registration and district. Very simple. A
project that could be handled by a scout working on the computer MB.
I have yet to understand why the districts should duplicate a data list
that the council is already maintaining. All they should have to do is
send you a copy.
If you turn in the blue cards, what do they do with them?
When merit badge counselors register, the indicate they are a counselor
with code 42. Does council provide your district with a list of code 42
registered counselors? If not, how do you know who is registered and
approved as a merit badge counselor?
At the most, the district should only have to check the MB counselors
against the list that council has to post.
