The NCAC sends out an annual letter to all registered MBC asking if they
wish to continue their registration. Then the District AC calls
each of us to "confirm" that the list they got from Council is correct.

I do believe I could be personally offended by the implications of having
my word questioned again each time I sign a blue card.

Now, if the issue at hand is: Did the Scout cheat by signing the name of
a real MBC, I see no reason turning in the unit's copy or even a copy of
their copy, would prevent that, unless someone somewhere has a facsimile
signature to compare against. Even then, unless that someone has special
training in graphology, it's a little pointless -- my sig is similar only
by accident, and especially when I'm cramping it onto that tiny little card.
