Re: Advancement (blue cards)

Here in Simon Kenton Council, after more than a year of arguing, they have
come up with a second form to be used when submitting merit badges on the
advancement form. A number of other councils, and other districts right here
in SKC, had been requiring that the *UNIT* copy of the blue card be
submitted with the advancement report. The argument was, and is, that this
is the *UNIT'S* ONLY true record of that merit badge being earned, and
turning it in to council was loosing control (and possibly loosing the card)
of a UNIT record keeping function. The reason for originally asking for the
blue cards, and now with this supplemental form, is simply to confirm that
the merit badge counselor is REGISTERED with BSA, and for that particular
merit badge.
Does this mean more work for someone? Yes, but it should help ALL districts
ensure that their MB counselors are currently registered. This is extremely
important when these boys are completing their Eagle packets. An invalid
merit badge could make the difference between attaining Eagle, or haveing a
very disappointed Scout and upset parents.
