The boys should have re-registered as Cub Scouts, then when they actually
bridged up to Boy Scouts on Wednesday, should have filled out a brand new
application and turned it in with a $1.00 transfer fee. This is the correct
procedure to use when a boy's rechartering date does not match the date on
which he moves up to Boy Scouts.
