Ginny,
All that is required is to follow the rule of three: an adult and at
least two Scouts or two adults and at one or more Scouts. If there is
only 1 Scout in the car, there MUST be two adults (unless the adult is
the Scout's parent). In some troops it's not terribly practicle to
require two adults in every car. It it's a local policy, it doesn't make
much sence to me.
