This two-deep policy has been misintrerpreted, even severly distorted in
some areas. Some interpretations can easily make Scouting unworkable.
To require two-deep leadership in a vehicle could very quickly raise the
number of required adults to an impossible number! Just have at least
two boys in each car with the adult driver.
Two-deep is needed on OUTDOOR ACTIVITIES for a couple of reasons:
1 - prevention of child abuse and allegations thereof
2 - back-up adult supervision in case of emergency
In many other Scouting situations two adults are not required, such as a
merit badge counselor working with Scouts. In these cases, the second
adult is not neccesarily needed for rule #2 above. Hower, the Scout and
leader still need the protection of rule #1. Therefore, we want the
merit badge counselor to work with at least two Scouts at a time OR have
another adult present.
We just don;t want adults to be alone with Scouts. The only case where a
boy can be alone with an adult is if they're parent-child.
