Ginny,

Depends on your local Council policy. The Guide to Safe Scouting does not
require two adults in a vehicle, but prohibits one adult and one child,
unless the adult is the parent of the remaining child, such that a child is
never alone with an adult not in his family. Some Council risk assessment
committees have looked at this issue and considered extending the rule
locally to avoid risks. The best thing to do is to check with your Scout
Executive to find out what the Council policy is.
