They don't, especially in Texas. The parents determine that, but not arbitrarily. The usual situation, especially for boys who have been homeschooled for several years, is that they may doing 4th grade work in some subjects, 5th grade work in others, and perhaps even 6th grade work in one or two subjects.
Our entire pack and troop are made up of homeschoolers, and because of the above scenario, we generally go by age rather than "school grade". If they're 11 years old by the first of September, they may join the troop. Otherwise they're Webelos. The one exception is that if they've earned their Arrow of Light, they may join the troop earlier. Case in point: my son will not be 11 until the 19th of September. If he wants to join the troop next year, he'll have to complete Arrow of Light by the end of May (and he's on target to do that). Otherwise, he'll stay in Webelos for another year or until he does complete Arrow of Light.
