What do the boy and his parents say? I think a lot of it would depend on that. I have a son in his first year of Webelos who will be 11 in September, but the Cubmaster (who is also his den leader) has made it clear that he is welcome to stay another year, so that he can stay and cross over with his den if he chooses. In his case, though, he's set his sights on Arrow of Light by the end of May so that he can cross over on his own and go on the troop campout this summer with his older brother. Both the Cubmaster and the Scoutmaster have left the choice entirely up to us, which IMHO is as it should be.
