AOL: RANK OR AWARD?

According to the 1998 BSA Advancement Policies and Procedures, Article
X, Clause 4,
the AOL is a rank.
(begin quote, in full)..
"There shall be the following ranks in Cub Scouting: Bobcat, Wolf,
Bear, Webelos, and Arrow of Light. The requirements shall be authorized
by the Executive Board and set forth in official Cub Scout
publications."

I think much of the confusion arises from the fact that in most (all?)
of the other references to AOL, it is referred to as an award, at least
the ones I've read. Perhaps a re-wording in the publications could
clear this up in the future.
