1999 Requirements Book Updates on USSSSP

I've started uploading the revised Merit Badge Pages on the USSSP site.
As requested, one of the first ones I did was Snow Sports MB. The new
(and old) requirements are now available for that one and Bird Study MB,
and the revised Communications MB and Bugling MB pages are up also.
The Merit Badge Index, and list of current MB pamphlets are up to date,
and I'll be working on the others as the weekend continues.
