Good idea, but I'll save you the effort, Mike. In most cases, what is
really needed is less a matter of information than it is plain old
manners! ;-)
I suggest a new principle of uniform etiquette: unless the person to be
addressed is participating in an organized uniform inspection (which
itself implies consent!), no Scouter shall have permission to comment on
another's uniform unless and until s/he has requested and received
permission from the person to be addressed to comment on the uniform.
Period.
The simple act of asking permission from another before presuming to
speak about that person's attire should go a long way to curb the
jack-booted "uniform police" attitude, while not preventing the truly
helpful comment. What do you think, gang?
