No, Barb,

We got over most of that foolishness a few years ago, and our women
are equal in every thing except perhaps in the eyes of some of their fellow
scouters.

The changes that probably did in that rule was the dearth of adult
males willing to accept the role of scout leader, and the slightly larger number
of women who would do the job, and currently do it quite well....abeit at 10%
less pay ;^).
