Well Brian it appears to me that you are refering to ADULTS earning tenure
toward training awards while the original question I think concerned YOUTH
using one leadership position to satisfy requirements in two programs.

So now that we have diverged slightly I would like to disagree somewhat with
part of your post.

I have been told by a long time scouter who works for National Supply Division
that ADULTS can be registred AND earn time toward training awards
simultaneously IF they are working in different program areas (i.e. Cubmaster
and Sea Scout Skipper or Scouts and Cubs, etc.) in addition to accumulating
time at say District level.

To me this makes sense, because the program and requirements for, say, Cubs
and Boy Scouts are considerably disssimilar and they are distinct. The time
requirements for working with two units in two program areas is probably quite
a bit more than wearing two or more hats in the same unit. I am aware of the
prohibition against earning two training awards simultaneously in the same
program (with Cubs being the most common example - someone acting as perhaps
Den Leader and Cubmaster simultaneously one of the most common).

Therefore, if someone is working with a Cub unit, is active with a Troop, and
holds a District or Council position, because these are very discreet
positions, they may apply the time spent as tenure for those particular
training awards. Conceivably some individual may be working in all program
areas simultaneously plus Council plus Regional plus National (and they have a
time expansion utility somewhere - grin) and they could count the time spent
in each position. This is similar (analogy attempt here) to someone who is
working two "real world, i.e paying" jobs, they acquire tenure toward benefits
and vacation etc at each dependent on the time put in at each and independent
of the "other" job. Whereas if you are covering two positions on your
companies org chart, at the end of the year you are credited with only one
year of service (and hopefullly a bonus).

Of course, most who would be working all those levels of scouting as in the
example above probably already have many years and many training awards
already.

So I post this query to the list: Is there any written policy that
substantiate either Brian's or my interpretation of the training award tenure
requirement particulars?
OR can someone substantiate a different NATIONAL policy?

I'm confident that there may one or two of you out there with an opinion on
this.
