[Richard C. Ickler] Thank you for the thorough reply. Your analysis =
basically conforms to the understanding I have received. I am a firm =
believer in filing Tour Permits unless the Council specifically tells =
you not too. My biggest beef on Tour Permits is that I have seen =
several examples of what I think are using "legal" arguments to make it =
more difficult to file Tour Permits. Fax is important for a lot of =
people who just can't easily go to the Scout Office in person and for =
whatever reason don't get the permit in the mail at least two weeks in =
advance. If you insist on the legalisms of turn-around time, original =
signatures, etc. then the most common results are units which just =
simply don't file Tour Permits.
