Except that in this case there need only be ONE youth registration and
the leadership position in the CREW is eligible to be counted for both
the Star/Life/Eagle requirements and/or the Venturing
Bronze/Gold/Silver awards. The question was whether the venturer could
count time served in a Crew leadership position simultaneously for both
sets of awards.

The literature says nothing about NOT being able to and the Venturing
division at National has also said that as the rules now stand there is
no reason why not. Thus, the answer is not NO, but rather YES, PERIOD.
So, you might want to have another talk with your district/council
advancement people. NCAC is too large a council, with too many
Venturing Crews for them to be disseminating incorrect information.

As to your general contention that you can have only one primary
registration and earn awards only for that primary registration, I do
not believe this applies to the Scout/Venturing situation. Scouts were
always allowed to have registration on one troop and as many Explorer
posts in the council as they wished, for one membership fee. It was
suggested (or required) that the primary registration be with a Post
and that he multiple in the Troop. That, however, in no way precluded
him from continuing with his advancement to Eagle in the Troop, even
though his registration there was not primary. He, of course, could
also earn the Exploring awards. The situation with Venturing is
exactly the same as the old situation with Exploring.
