As someone who wears several hats, I have had talks with our
advancements chairman for both District and Council about this issue.
The rule of thumb as I am aware of it is as follows:
You may earn "years of service" simultaneously at three levels in
Scouting, assuming you are in an officially registered position at each
level.
1) Unit.
2) District or Council.
3) National.
ONLY ONE registration is considered your primary registration at any
level, and ONLY ONE may be used for credit against any award. Also, BSA
frowns on multiple registrations by an adult within the same unit
(Cubmaster & Tiger Coach for example.) That is why we don't all get a
Scouter Knot at the same time we get our first one for any particular
position.
In my case, I'm legally earning both Cubmaster and District Roundtable
Staff time this year.
In the case listed in the subject the answer is a solid NO. Both listed
registrations are at unit level. PERIOD. (At least that is the way
they told the story to me!)
