OK, my memory isn't perfect here, but *so far as I know* there is no tenure
requirement for Bronze. There is for Gold, but not for Silver. But yes, we
apparently have a glitch in the system that says if you're in the crew you can
use time served toward both a BS rank and a Venturing award, but if you're
finishing Eagle through a Troop and working Venturing awards through a Crew
you need two jobs, one in each group, to advance.
Not something I would personally do, but on the other hand something that will
probably be addressed by February. It may have been done unintentionally by
the people who threw it together between 2/98 and 8/98, or as someone else
pointed out, it may have been done intentionally to encourage older youth into
Venturing.
Someone else's call at this point. I just follow the rules, I don't get to
make them.
