Although Cathy is completely correct, I would push Council on this one to
perhaps have a "sponsored program" at the City owned shooting range where they
have the instructors and facilities to provide an excellent opportunity for the
boys. If you were to volunteer to organize it, get the instructors BSA
certified, present it at Roundtable, etc, I would not be surprised if your
Council would support an officially sanctioned Cub Rifle Day Camp at your local range.
Don't give up, just work the system!
