As one who has attended summer camp as the primary adult leader on 18
occasions, here is my advice.
In your camp leaders' guide, publish a listing of the badges that will
probably be offered but don't include the actual time schedule unless
you are absolutely certain it will be followed.
In April, or early May at the latest, mail the merit badge schedule to
the leaders of the troops that have signed up for camp. And once you
establish the schedule, stick to it, especially if your camp requires
Scouts to pre-register for merit badge classes. Nothing is more
confusing than arriving at camp and finding out that the merit badge
schedule is different from the one the camp published prior to arrival
at camp.
