Jeff,

Yes, I do have some thoughts. As District Chairman, I just facilitated a
meeting last month involving a Troop Committee in conflict. This would have
been handled by the Unit Commissioner had it not been that the Unit
Commissioner was a member of the Troop Committee. I was asked to step in as
we were between District Commissioners. The Unit Commissioner was dragged
into the middle of the conflict and could not remain unbiased. It was a
difficult, emotional meeting with a lot of hurt feelings. Fortunately, we
were able to work through it. As a result we have a rule; Unit Commissioners
may not serve their own units.
