The date of starting his project is irrelevant. The question is
whether he will complete ALL of the requirements (except the BOR)
before 4/1/99. Since you posit that he will not, then in order to make
Eagle he will need Personal Fitness merit badge (in lieu of Safety) and
Swimming/Cycling/Hiking (in lieu of Swimming/Sports/Personal Fitness).
In other words, he will have to meet the NEW merit badge requirements.
Safety will not longer be a required MB so he will still only have 11
required MB's. However, he should still list Safety (and Sports) as an
optional MB if he used it to qualify for Star/Life so that the
application supports his having adequate required MB's at the time he
advanced to those ranks.
