Not to be too crass, but what happened to the Promise of Scouting? What
random selection criteria do you use to qualify what boys get turned
away from Boy Scouts when they reach the pinnacle of Cub Scouting, and
finally after they become Webelos, earning their Arrow of Light?

I can only imagine the look on a young man's face when there is no one
at the other end of the crossover bridge to meet him, because the
incoming quota in your troop has been exhausted. I'm sure the boys who
were let in are happy and yet sad at the same time - having to leave
their friends and comrades of many years behind because your quotas have
been exceeded.

Shame on you.
