Boy, I've seen alot of postings about this issue. Obviously, we have all had
to deal with those boys whose parents just don't want to make or find the time
to get involved. We found a way to start the ball rolling: if a boy wants to
join our troop (and we limit the number of Webelos allowed to join each year)
then he is invited to attend a meeting with his parents and me, the SM. We
talk about the differences in Boy Scouting, the boy-run concept, summer camp
and also the requirement that parents MUST give 30 hours each year toward the
program. Whether this is in the form of merit badge counseling,
transportation to a weekend campout, working at a fundraiser, etc., it is up
to the parent to choose what they can give. Parents learn right from the
start that it is a privilege to be in our troop and we all work together.
This has worked for me!
