This is not a fair representation of the intent of this no direct
soliciataion rule, in my opinion.

One must read the entire policy on this matter to capture it's true
flavor. This is stated on the reverse of the Money Earning
Application and page 8, Unit Finance, of the District Finance
Committee Guide (# 3779A, 1998).

What I am getting at is the part of the policy talking about a Scout
learning to pay his own way, and providing a value for money received.
In other words, salesmanship! This is supposed to be accomplished
through money earning projects.

I think this is all that is meant by no direct solicitation. I don't
think it has that much to do with the financial operations of the
Council or District. The point is to teach the Scout that he is to
provide something - goods or servcies - for money he earns.
Otherwise, it is not "earned" - and there is no value.

I seriously doubt anyone would lose a charter over this. You can also
apply the concept of donating equipment to earning money - something
received for a service provided.
