Len,

If the Unit Commissioner is paying attention the unit will never get this
far.
We're trained to watch for the danger signs. I know where each of my units
is weak and I'm in near-constant contact with the unit leadership, the
Chartered
Organization (directly or thru its) Representative, my ADC and the District
Commissioner when the situation warrants it.
Is this a tough job? It can be. But it can also be one of the most
rewarding
positions in Scouting. Pat the leaders on the back, drop a hint now and then,
and sit back and watch the unit cure its own problems (or let the leaders
think
they did it on their own).
